2016 EU draft budget – Horizon 2020 funding down by 2%

On 27 May the European Commission released its first proposal for the EU budget 2016. EUA notes that in the proposed text, the funds committed to Horizon 2020 decrease by almost 2%, with a notable drop of over 7% for the European Research Council (ERC).

As the draft budget was released a few days before the European institutions reached the deal on the European Fund for Strategic Investments (EFSI), the figures do not take into account the revised contribution from Horizon 2020 to EFSI. An adaptation is therefore expected in the near future. 

EUA will monitor this process closely and remind all involved parties of the commitment made to relieve Horizon 2020 from contributing to EFSI as much as possible, by mobilising so-called margins available in the budget.

The 2016 draft budget foresees a welcome increase for Erasmus+ funds (+7% in commitments), accompanied by a large increase in payments which is necessary to reduce the persistent issue of payment backlog that the EU has been facing. The European Commission’s draft budget is available here.
