Dutch EU Council Presidency

14 January 2016

On 1 January, the Netherlands took over the six-month Presidency of the EU Council from its predecessor Luxembourg.

In its work programme, the following priorities are highlighted for research, within the broader goal of creating growth and improving competitiveness:

  • creating the right conditions for, and boosting investment in, research and innovation; and
  • promoting Open Science and Open Access to improve dissemination and access to scientific knowledge and to enhance the impact of investment in research and innovation.
As regards education, the Dutch Presidency defines the modernisation of higher education and vocational training as a point of focus. It will support the Commission’s new Skills Agenda, seeking to better equip workers to evolve in a changing labour market; and will address the mutual recognition of qualifications. The Presidency will also seek to encourage debate on the role of education in the reception and integration of migrants.
