It is with profound sadness, shock and outrage at the devastating terrorist attacks perpetrated in Paris almost one week ago now that EUA opens this week’s Newsletter. Our thoughts are with the many victims and their families and all those who have suffered.

paris commemorationMany students, teachers and researchers are among the Paris victims, and on behalf of the European university community EUA sends a message of solidarity and support to the French Conférence des Présidents d’Université (CPU) echoing their message “#Universitédebout – #NousSommesUnis.”

At this time EUA also recalls that only last Wednesday, 11 November 2015, it launched a new campaign entitled ‘European Universities for an Open World’, which calls on universities to reaffirm their commitment to the fundamental values of openness, tolerance and solidarity. 

Openness, tolerance and inclusiveness are fundamental university values, and diversity of opinion and the free exchange of ideas are the basis of all academic activity. This is a crucial message, even in difficult times and in the face of violence and extremism. Today, Europe faces major challenges with political, economic and societal implications in the form of massive inward migration, a weakening of European solidarity and growing radicalisation and fanaticism. Open world logo

We therefore urge universities to underline and communicate the core values of openness and tolerance and reinforce their culture of dialogue, reflection and exchange, both within the university community and beyond. This is the intention of our campaign ‘Universities for an Open World’.

EUA calls on its member institutions and all higher education institutions in Europe to support the ‘European Universities for an Open World’ initiative by including the campaign icon on their websites and by promoting the initiative on social media.

Policy and Projects News

EU 2016 budget deal: overall positive outcome for universities

On Saturday 14 November 2015, the negotiators of the European Parliament and European Council agreed on the EU budget for next year. This agreement comes before the end of the limited conciliation period when both institutions have to reach a compromise, denoting that the 2016 budget will be implemented in time. Considering the wider economic and political context and pressures on the overall EU budget, the outcomes regarding Horizon 2020 and Erasmus+, two EU funding programmes of major importance to European universities, can be regarded positively.

EUA to develop roadmap supporting the transition towards Open Access

On 23 October 2015 the EUA Council decided to take forward a recommendation made by EUA’s Science 2.0 Expert Group members to develop a roadmap to assist European universities in the transition to Open Access. The roadmap  will focus on, inter alia, access and use of research publications and research data; intellectual property rights and copyright policies; development of European Open Access policies; promoting advanced scientific recognition systems and fostering structured dialogue among all relevant stakeholders.

EUA Research Policy Working Group meeting focuses on Digital Science

On 5 November 2015, the EUA Research Policy Working Group (RPWG) met in Brussels to discuss recent developments in the research and innovation area and prepare forthcoming EUA activities in this policy area. The discussions covered a broad range of topics, including developments in the European Research Area (ERA), the contribution of universities to society and progress on the FP7 UNI-SET project.

EUA Solutions concludes evaluations of the management of doctoral education at Wageningen University

In spring 2015, EUA Solutions, one of EUA’s special membership services, concluded an evaluation exercise at Wageningen University in the Netherlands. The purpose of the exercise was to evaluate the management of doctoral education at the university. Based on a self-evaluation report, a team of four European experts conducted interviews over three days with different groups of stakeholders to assess the structures, the processes and the goals of the Wageningen PhD programme.

EUA webinar on Trends 2015 – Key findings

Commission launches SAM

The European Commission’s new Scientific Advice Mechanism (SAM) was launched on 10 November 2015 announcing the seven leading scientists who will form the first High Level Group of scientific advisors. The seven members of the High Level Group were selected following an open call for nominations and the recommendations of an independent identification committee.
